Social Impact Assessment Audit of Mumbai Metro - Planned Vs. Achieved Result- A Short Report.

The Mumbai Metro Rail is near about the achievement of the Planned Social Intervention in some areas. This is great development and achievement. A recent Social Impact Assessment Audit has been undertaken  by the HR Lab, where 200 commuters response has been analytically studied  from January 2025 to October 2025. The "Conclusion & Suggestion" calculated on this assessment audit is given at the end. This gives bird's eye view on the Mumbai Metro. 

The response data has been tortured brilliantly in producing the scientific validated data on Social Intervention. This Assessment Audit result is very encouraging. Mumbai Metro Rail should retain this achievement and continue its noble objects. There are some suggestion given at the end, where Mumbai Metro needs to put careful attention. 

Before testing the data in between January 2025 to October 2025, this is essential to know the  Methodology & References for drawing the planned social intervention.     

Methodology:

The “Planned %” figures  represent analytical estimates derived from the relative emphasis found in official planning and policy documents of the Mumbai Metro project. The 'Planned % Values" are quantified as Analytical Proxies. This is represented here to balance the priorities in Mumbai Metro's Social Impact Planning Framework. 

These weights were developed using a structured interpretation of public objectives from agencies including MMRDA, MMRC, and MMOPL. The interpretation  reflect the balanced intent of the Mumbai Metro's  Social Impact Framework rather than official numeric allocations. The following source & references materials have been used:

The above graphical data is prepared on the various Social Impact Assessment converted in numerical figures. This  has been based on the Methodology explained earlier. 

This planned data has been again measured tested with the Analytical Approach. The Methodology of the Analytical Approach  is given below: 

Methodology of the Analytical Approach:

The commuter feedback data 200 numbers in between January 2025 to October 2025 have been scanned carefully using "Thematic Keyword Analysis" to identify mentions relating to each of the five key impact categories. The resulting percentages reflect the share of commuter responses associated with each impact, allowing for a planned-versus-actual social perception comparison. 

The result is given below. The first is giving the Analytical Result of the 200 users from January 2025 to October 2025. This is shown in the tabular format shown below, where "proxy-Keywords" have been traced to understand the different aims & objectives of the Mumbai Metro. Next to this tabular format, graph is drawn and finally  a comparison chart between Planned Vs Result

The "Safety & Security" issues have been deeply examined with the Analytical-Proxies. This gives following result demonstrated in bar chart given below. The bar chart is developed based on the methodology again demonstrated just below the bar-chart :

Conclusion & Improvement Needed: 

1. Planned Traffic Congestion is still short by 6%. This side shall be bridged once expansion plan is completed. 

2. Regarding Efficient - Reliable  & Safe Transport, the expectation of commuter is very positive and encouraging. The Mumbai Metro  still needs to address the negative issues & remove all visible complain

3. The commuter expectation of "Urban Connectivity"  has achieved the target. The Mumbai Metro needs to retain this image.
 
4. Regarding "Sustainability and Pollution Cut" object. The Mumbai Metro has achieved the target. 

5. Similarly Economic Growth indicator has also achieved the target. 

6. Addressing: "Overcrowding", "Waterlogging and flooding" & "Safety" issues are noted down. Overcrowding is noted in specific hours. That is needed to be addressed. Waterlogging at station definitely creates issues during monsoon. Advance plan and arrangement be made for clearance arrangement of drainage. So that water should not clog at the station. Regarding Safety women passengers have highlighted connectivity issues with the metro station. The passage road approaching Mumbai Metro in some stations are dark. Some  under pass bridges also  remains dark. Arrangement of bright light, women police patrolling and service of free connectivity transport to the nearest crowd area be made. Women commuters are not comfortable with this arrangement.
